The special action for cross-border trade facilitation has achieved significant results
During the 136th Canton Fair, all temporarily imported exhibits can enjoy preferential and convenient measures provided by the customs, such as resident supervision and exemption from submitting tax guarantees to the customs, after confirming the list of exhibits by the China Foreign Trade Center.
In April of this year, the General Administration of Customs, together with 13 departments including the National Development and Reform Commission, the Ministry of Finance, and the Ministry of Commerce, organized and deployed a five month special action to promote cross-border trade facilitation in 20 key cities including Beijing, Shanghai, Tianjin, and Chongqing. The relevant person in charge of the General Administration of Customs recently stated that since the implementation of the special action, local governments and customs units have attached great importance to it, and have formulated 973 detailed implementation measures based on actual conditions. Currently, positive work results have been achieved.
The effectiveness of the special action is mainly reflected in six aspects: firstly, further improving the efficiency of customs clearance throughout the entire chain and facilitating the domestic and international "dual circulation"; Secondly, further promote the development of new driving forces in foreign trade and serve the cultivation of new quality productivity; Thirdly, further support the integrated and coordinated development of service trade and goods trade; Fourth, further enhance the level of informationization and intelligence at ports, and promote digital transformation; Fifth, further standardize and reduce taxes and fees in the import and export process, in order to reduce the burden and increase efficiency for enterprises; The sixth is to further inquire about the needs of enterprises and enhance the satisfaction of the majority of enterprises and the public.
For example, Shanghai continues to promote the "linkage unloading" supervision mode using external ports as cargo unloading and extension areas. Goods transferred through Shanghai ports have covered all water transport ports in the Yangtze River Basin. From January to August this year, Shanghai Port implemented the "linkage unloading" mode, with a year-on-year growth of 24.6% in business; Chongqing has developed a "one order system" digital bill of lading movable property pledge financing business for the Western Land Sea New Channel, which has reduced the comprehensive capital cost by more than 30% compared to the original model. At the same time, customs in Nanjing, Qingdao, Hangzhou, Jinan, Hefei, Shenyang and other places have implemented domestic freight deduction measures, guiding enterprises to make full use of deduction policies.
Since the launch of the special action this year, various regions and customs have tailored measures to the "last mile" of smooth customs clearance for enterprises. Promote a more open development platform. For example, in promoting the construction of Hainan Free Trade Port, Haikou Customs has increased its efforts in conducting pressure tests on the sealing of the free trade port. The first batch of 11 pilot policies for expanding the zone have been implemented, and 7 of them have been implemented. The total amount of imported "zero tariff" goods is 20.75 billion yuan, with tax exemptions of 3.92 billion yuan. In supporting the construction of the Shanghai Cooperation Organization demonstration zone, Qingdao Customs has introduced 12 measures. Taking the operation of railway container refrigerated special trains as an example, the import and export of fresh food has been shortened by more than 20 days compared to traditional sea transportation.
Promote the cultivation of more diverse business formats. Tianjin has launched a digital tariff guarantee insurance business, simplifying the original 14 types of paper declaration materials to only require online submission of 2 types of electronic declaration materials. The approval time has been reduced from 5 to 7 working days to the fastest second level of issuance, and the guarantee rate has been reduced from an average of 3% to around 1%. Beijing Customs actively supports the establishment of a rare disease drug guarantee pilot zone in Tianzhu Comprehensive Bonded Zone, accelerates the processing of special goods entry and exit health quarantine approval procedures, and completes relevant approvals within 3 working days.
Promote smoother communication between enterprises. Xiamen Customs conducted a comprehensive survey on the top 1000 import and export value ranking and leading enterprises in the industrial chain in its jurisdiction, and normalized the promotion of "zero problems" for enterprises. Nanjing Customs provides accurate portraits of enterprises based on customs declaration information, and accurately pushes policy measures according to the needs of enterprises, changing from "enterprises looking for policies" to "policies looking for enterprises ".
Promoting cross-border trade facilitation is crucial for the performance of major foreign trade provinces. Liu Taiguang, Deputy Director of the General Office of the Shandong Provincial Government, said that thanks to the deepening of the special action, the import and export of Shandong Province reached 2.2 trillion yuan from January to August this year, a year-on-year increase of 3%, of which exports increased by 5.9%. According to Liu Taiguang, Shandong has emphasized demand orientation, effect orientation, system integration, and innovation in implementing special actions.
For example, Qingdao and Jinan Customs have taken the lead in carrying out the reform of 'batch inspection' for export goods, helping enterprises to compress the overall booking cycle by 20%. This can reduce storage, vehicle waiting time and other costs by 12 million yuan per year, and reduce the occupation of working capital by more than 100 million yuan. Liu Taiguang said that Shandong will continue to strengthen the coordination and cooperation of ports in the Yellow River Basin, promote the extension of customs clearance facilitation reform from sea transportation to land and air transportation, support comprehensive transportation networking, network supplementation, and chain strengthening, and build a logistics network that connects the world.
According to He Jun, Deputy Director of the Guangdong Provincial Department of Commerce, the innovation of customs clearance facilitation in the Guangdong Hong Kong Macao Greater Bay Area is a key measure for Guangdong to promote cross-border trade facilitation. On the one hand, it is to deepen the innovation of port inspection mode in the Guangdong Hong Kong Macao Greater Bay Area; On the other hand, it is to deepen the digital empowerment innovation of the "single window" platform. At the Gongbei Port in Zhuhai and the Zhuhai Highway Port of the Hong Kong Zhuhai Macao Bridge, the original 'one-stop' manual submission for inspection and release has been upgraded to automatic inspection and release. On the basis of not changing the inspection and release process of border inspection and customs, the front-end inspection equipment and clearance data are shared, and the inspection efficiency is increased by about 30% compared to the premise, "He Jun gave an example.
